Are you working on a national security problem or issue that needs further analysis, greater explication or deeper-dive research? Peter undertakes commissions for government, think-tanks and the media. 

He has served on intelligence oversight and national security government panels and is a regular contributor to the media on such matters.

Research projects can include national security decision-making, policy development, implementation and measurement, national security strategies and public engagement, and comparative and historical analysis of national security issues and responses.

Peter is a founding co-director of New Zealand’s leading national security forum, and has served on intelligence oversight and national security government panels.

Peter has over six years of experience designing conference programs on national security and foreign affairs topics. He is the co-founder of New Zealand’s dedicated annual security forum, the Otago National Security School.

He teaches on foreign policy decision-making, intelligence analysis, international security, and cyber warfare. 

He has delivered expert talks at events including at the International Studies Association Conference, the Society of Intelligence Historians, and at universities in the UK, US, Türkiye and Australasia. He was co-director at the Aspen-Otago National Security Forum, a high-level gathering of security practitioners and policymakers focused on Australia–New Zealand defence relations and regional threats.

He also contributes to the Otago Foreign Policy and National Security School series, engaging participants in deep-dive discussions on evolving global security dynamics.
